October 30, 2010 <br />United States of America <br />Bureau of Land Management <br />Colorado State Office <br />1600 Broadway — Room 700 <br />Denver, Colorado 80202 <br />Re: Twentymile Coal, LLC — Foidel Creek Mine, Notification of Intent to Seek Phase 1 Bond Release <br />Dear <br />SAMPLE NOTIFICATION LETTER <br />INTENT TO SEEK PHASE 1 PARTIAL BOND RELEASE <br />Twentymile Coal, LLC (TC) is the current owner, operator, and permittee under Permit No. C -82 -056 for the <br />Foidel Creek Mine (Mine), located approximately twenty miles southwest of Steamboat Springs, Colorado near <br />the intersection of Routt County Roads 27 and 33. The State of Colorado, through the Colorado Department of <br />Natural Resources (DNR), currently holds a reclamation bond as surety for final reclamation of mining and <br />related disturbance areas associated with TC's mining and related operations. <br />TC has filed an application with the Colorado Division of Reclamation, Mining, and Safety (CDRMS) for <br />partial release (Phase 1 Bond Release) of reclamation liability for several areas of the mine and related facilities. <br />These facilities and areas, which include the CYCC Office Building, Eastern Mining District (EMD) /9 -Right <br />Ventilation Shaft Installation, 18 -Right Intake Shaft Installation, and Fish Creek Tipple Facilities and an <br />associated soil material stockpile located near the Middle Creek (Pit 3) Shop, are no longer needed to support <br />ongoing or future operations, and have therefore been reclaimed. <br />As an interested or potentially affected landowner or governmental entity, you have opportunity to access the <br />proposed partial bond release areas and /or provide comments for the CDRMS's consideration in making a <br />determination on TC's Phase 1 Partial Bond Release request. If you have questions regarding TC's Phase 1 <br />Partial Bond Release request, or wish to access the subject areas you may either contact TC directly, or you may <br />contact the CDRMS. If you have concerns or objections regarding this issue, you should contact the CDRMS <br />directly and may wish to provide written comments or objections for the CDRMS's consideration.
