As described in the application’s cover letter, the purpose of PR-07 is
to re-evaluate prime farmlands within the permit boundary; evaluate the stockpiled soils for use
in reclamation; and revise the revegetation success standard for Irrigated Cropland.

On October 29, 2012, the Division determined that the application was incomplete for purposes
of filing, based on a number of formatting errors we discovered, and on the inclusion within the
application of a number of attachments to which no revisions were being proposed.

Modifications to the application were received on November 5, 2012. The Division has
conducted a cursory review of the application as it currently stands, and finds that a
determination of completeness can not yet be made. Due to the number of issues identified
during the cursory review, the Division did not complete a review of the entire revision. A list of
issues identified is provided below.

Formatting Issues:

Tables of Contents for various sections are incomplete

Within the text, tables are sometimes divided between two pages, with no identification
of the table or column headers provided on the second page.

In the attachments, where tables span multiple pages, column headings for the various
parameters are missing on all but the first page of the table
Office of Office of

Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
