The Reclamation Plan states that no more than 5.88 acres will require resoiling and revegetation. <br />This contradicts the Mining Plan which states no more than 5 acres will need revegetating. Please <br />see additional comments under Exhibit D, No. 5 and revise Page 14 of the application accordingly. <br />This reference is based on the Reclamation timetable that shows <br />5.88 acres of the total area will need reclamation if the Plant <br />Site area is developed as industrial /commercial. The 5.0 acres <br />maximum disturbance was the maximum size of the above water area <br />that would be stripped, partially mined or partially reclaimed as <br />mining progresses. Due to the need for a duel Reclamation Plan <br />that was clarified as discussed in the response to item #5. At- <br />tached is a revised pages 14 and 15. <br />10. The Reclamation Plan states that inert fill will be imported and used to backfill portions of the plant <br />site. According to the applicant copies of the Inert Materials affidavit and importation plans were <br />included in the appendix of the application. The Division could not locate a copy of the affidavit or <br />importation plans In accordance with Rule 3.1.5(9) please submit the following: <br />a) A narrative that describes the approximate location of the proposed activity. <br />b) The approximate volume of inert material to be backfilled. <br />c) A signed affidavit certifying that the material is clean and inert. <br />d) An explanation of how the backfilled site will result in a post- mining configuration that is <br />compatible with the approved post- mining land use. <br />e) A general engineering plan stating how the material will be place and stabilized in a <br />manner to avoid unacceptable settling and voids. <br />Attached is the missing affidavit and import plans in accordance <br />with Rule 3.1.5(9) <br />11. Please confirm the proposed access roads will be approximately 10 feet in width as depicted on <br />the Reclamation Plan Map. <br />Yes, the roads will be a maximum of 10 feet wide, these roads will <br />be used for access around the ponds and are commonly only 2 track <br />roads that are less then 10 feet <br />12. The applicant has stated only a small amount of area will need grading. Please specify how many <br />linear feet of shoreline will need to be graded at the end of mining operations or at any point <br />during active mining operations. <br />I did not calculate the number of linear feet or grading, only the <br />above water acreage that might need grading. Using the time from <br />the Mining Plan map as the potential worst case scenario the linear <br />feet of grading would be approximately 1650 feet. <br />6.4.6 Exhibit F - Reclamation Plan Map <br />13. The Reclamation Plan Map shows that Stage III will be a plant site when reclamation is complete. <br />The Reclamation Plan Map should be revised to show that this area will be resoiled and revege- <br />tated until such time as the applicant has demonstrated that this area is zoned for the proposed <br />activity. <br />In leu of changing the existing map I have included a second <br />Reclamation Plan Map - Map Exhibit F - 1 (Option 2) showing the <br />alternate reclamation plan for reseeding the Plant Site. <br />14. Please confirm that the access road will run the entire east to west length along the northern <br />perimeter of the site it is not apparent from the Reclamation Plan Map if this is the case. <br />
