Although not a Phase II criterion, the Division evaluates the species composition of the vegetation <br />data at Phase II to assess that the re- established vegetation is progressing towards final bond release <br />requirements. Species composition success criterion requires MCC to establish a minimum of 3 <br />perennial non - noxious species. Two of the three species will be composed of perennial grass species, <br />and 1 will consist of a perennial forb. These three species must each contribute a minimum of 3% <br />relative cover, but not exceed 40% relative cover. The reclaimed areas had nine species that each <br />contributed greater than 3% relative cover and less than 40% relative cover. Five of these qualifying <br />species were perennial grasses and four were perennial forbs. The contributing species were all <br />species that support the post- mining land use of rangeland and wildlife habitat. The variety of <br />established vegetation species exceed the species diversity standard. The Division finds the <br />established vegetation successful for species diversity based on the 2011 sample data. <br />The Division finds that the vegetation establishment on the reclaimed acreage for SL4 meet the <br />reclamation success criteria in accordance with Rule 3.03.1(2)(b). <br />2 <br />
