spill. It should be noted that EFCI does not utilize or produce any materials <br />known to be toxic or hazardous in any mining, processing, or related <br />operations. In addition, all facilities where fuel, lubricants, or liquid wastes are <br />stored or utilized incorporate specific safety and containment provisions. In the <br />event of a liquid spill, these measures would limit the spread of spilled liquid <br />and facilitate effective cleanup operations. Specific control measures are <br />described in greater detail in Section 2.05.3, Operation Plan -Permit Area, <br />under the subtitle, "Mine Facilities". <br />In the event of a liquid spill, EFCI will implement the specific control, reporting, <br />and clean up measures described in the current SPCC Plan. These measures <br />have been specifically designed to effect compliance with all applicable State <br />and Federal regulations. <br />SPalin4 Mine O~eninQS and Exploration or Other Boreholes <br />Upon completion of mining, all underground openings including portals, drill <br />holes, boreholes and wells will be permanently seated unless they are to be <br />utilized in conjunction with ongoing monitoring or approved post-mining land <br />uses. All of Southfield's mine portals were permanently sealed during <br />reclamation activities as described below. <br />The five (5) main facility portals and the south fan portal were permanently <br />sealed upon completion of mining to prevent access and provide a hydrologic <br />seal to prevent surface drainage from entering the underground workings. Mine <br />portals were sealed by filling the entries with compacted, incombustible material <br />for a distance of at least 25 feet in accordance with 30 CFR 75.1711. In order <br />to ensure the long term integrity of the portal seals, EFCI left adequate barrier <br />pillars in adjacent areas ,and utilized cribs and posts as necessary inby the <br />portal seals to prevent significant caving which might affect the seals. Once the <br />portal seals were constructed, the remaining portions of the mine entries <br />between the portal seals and the portal openings were filled with overburden <br />material and demolition debris in conjunction with subsequent backfilling <br />activities. <br />During construction of the main facility portal seals, one portal seal was <br />equipped with a 4 inch drain pipe that extended along the mine entry to the <br />mine portal and then vertically to the reclaimed surface.
