Our initial review indicates that all preliminary items required by Rule 2.08.4(5) have <br />not been submitted. Thus, your application is incomplete for the purposes of filing as of November <br />1, 2012. <br />The Compliance Order on Consent (COOC) between the Air Pollution and Control Division and <br />Western Fuels- Colorado, LLC (WFC) makes reference to air permit 88M0234F, issued to WFC <br />for the New Horizon Mine. Please submit a copy of that permit for inclusion with the COOC in <br />Appendix 2.05.6(l).
