October 19, 2012 C-1996-084/Lorencito Canyon Mine LDS <br /> which should be armored (no picture). <br /> GENERAL MINE PLAN COMPLANCE: <br /> Identification of the important features at the Lorencito Canyon site is a difficult task, exacerbated by the lack of a <br /> complete map or maps. This problem is to be addressed during the permit renewal process. <br /> The map(s)must clearly identify all features,but in particular: <br /> • Roads and culverts that NECC is responsible for,and those that are maintained by third parties. <br /> • Ponds, as identified on the NPDES permit(what has been referred to as "pond 9"in the DRMS permit is <br /> apparently"pond 9b"in the NPDES permit) <br /> Until the permit renewal process is completed,map 1 from the 2008 Annual Reclamation Report will be used for <br /> reference. <br /> ROADS —Rule 4.03: <br /> Construction 4.03.l(3)/4.03.2(3); Drainage 4.03.l(4)/4.03.2(4); Surfacing and Maintenance 4.03.1(5) and <br /> (6)/4.03.2(5) and(6); Reclamation 4.03.1(7)/4.03.2(7). <br /> The roads in the mine site were all in good condition at the time of the inspection. It is not currently clear where <br /> responsibility for road maintenance changes from NECC's to the oil and gas operators'. <br /> RECLAMATION SUCCESS -Rule 4.15, Rule 3: <br /> Rill and gully repair continues to be a major focus at the site, and together with the attempts to establish <br /> reclamation vegetation, represents the bulk of the reclamation effort. Details of specific areas needing repair are <br /> discussed under the HYDROLOGIC BALANCE heading. <br /> REVEGETATION—Rule 4.15: <br /> Vegetative Cover; Timing. <br /> Vegetative cover varies around the site,but is never abundant. Generally,the steeper slopes and those with a <br /> southerly aspect are the most sparsely covered. Prolonged dry conditions have given large areas of the site a barren <br /> appearance,particularly at this time of year,however reclamation species are present and appear ready to flourish <br /> if given the meteorological opportunity. Woods rose was observed on fill 9a. Noxious weeds are not a concern at <br /> present. <br /> SIGNS AND MARKERS —Rule 4.02: <br /> The mine id signs are all in place, and still display the old phone number(719 845 0090). Although this number is <br /> no longer in use, a recorded message directs the caller to the new number for NECC(303 300 8877). <br /> TOPSOIL—Rule 4.06: <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4. <br /> The topsoil borrow area near to pond 6 was in good condition. <br /> This area must be shown on a map. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 4 of 11 <br />
