October 24, 2012 C-1980-007/West Elk Mine JRS <br /> PROCESSING WASTE/COAL MINE WASTE PILES (cont.): -Additionally,the area where the ditch flows <br /> into the half culvert will need to be monitored to ensure that it remains stable and water does not undercut or side <br /> cut at this point. The Division will take more accurate measurements of these two ditches next month and <br /> compare the construction with the approved designs. Overall the operations at the RPEE appear to be progressing <br /> as permitted. <br /> ROADS—Rule 4.03 Construction 4.03.l(3)/4.03.2(3)Drainage 4.03.l(4)/4.03.2(4) Surfacing and Maintenance <br /> 4.03.1(5) and(6)/4.03.2(5) and (6) Reclamation 4.03.l(7)/4.03.2(7): <br /> -The main access/haul road is a paved road. he road was stable and well maintained. <br /> -The road to the Sylvester Gulch facilities area was stable and well maintained at the time of the inspection. <br /> There was no rutting or erosional problems noted on the road. There was a small amount of subsoil material on <br /> the road at the location of the live subsoil pile 41 (from the material being placed on the pile from the RPEE). <br /> This material is being cleaned off the road and placed back onto the pile. There were no problems with the road as <br /> a result of this material being dropped there. <br /> -While the Division was inspecting the reclaimed longwall panel E1 and active longwall panel E2, E3 and E4 <br /> MDW pads,we drove on the Old Road,the Long Draw Saddle Road and the Dry Fork Road. These roads were all <br /> well maintained and stable at the time of the inspection. Portions of these roads are used extensively by hunters so <br /> there was some rutting on portions of the roads. West Elk will blade the roads in late spring (when conditions <br /> allow) so they are in good shape for next field season. Although there was some minor rutting in places,none of <br /> the rutting was bad or caused any problems for travel along the roads. There were no erosional problems noted on <br /> any of these roads. We also drove on an unnamed drill road that was used to access the longwall panel El pads. <br /> This road was also in good condition and stable. This road will be reclaimed but it is being left open at this point <br /> to access the reclamation. It will probably be reclaimed in either 2013 or 2014. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> -The ST-02 slide remediation area remained stable at the time of the inspection. There was no evidence of any <br /> further movement in the slide area. The area has been seeded and covered with coconut fiber matting. <br /> -The HR-1 slide area also remained stable at the time of the inspection. In previous inspections (prior to the <br /> operator reseeding and covering the slide area with coconut fiber matting)the Division noted what appeared to be <br /> tension cracks along the upper area of the slide remediation(just below the haul road). There is no evidence of <br /> any movement at this point but the area will continue to be monitored during the Division's monthly inspections. <br /> The pipe that conveys water from the rock filter blanket(at the east portion of the slide) did not have any water <br /> coming out of it. The pipes from the French drain(at the west portion of the slide) did not have any water coming <br /> out of them either. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> -The Sylvester Gulch facilities area remained stable at the time of the inspection. This includes the large topsoil <br /> stockpile area above the facilities and the MDW pad, also above the main facilities area.
