Division proposes to approve the use of such structures . <br /> (4 . 05 . 04 (4) (b) ) <br /> C. Sediment Ponds <br /> As described in Section III . A. above, there are a total of <br /> five ponds at the mine site and two at the loadout. Ponds 1, <br /> 4 and 5 are used to settle sediment at the mine site, while <br /> ponds L-1 and L-2 are used to settle sediment at the loadout . <br /> Ponds 2 and 3 are part of a closed-loop recyclable system for <br /> water storage and use in the coal processing plant. Pond 3 is <br /> a fresh water storage pond, receiving water pumped from the <br /> Corley well while Pond 2 is primarily used as a water <br /> treatment and recyclable water source for the coal processing <br /> plant. <br /> All sedimentation ponds have been designed utilizing standard <br /> engineering practices to retain the run-off from a 10-year 24- <br /> hour storm event . Pond design criteria can be found in <br /> Exhibit 19 of the permit application. <br /> From the 1993 Mid-term Review, the following stipulation was <br /> added to update the pond as-builts : <br /> Stipulation No . 22 <br /> THE OPERATOR WILL SUBMIT TO THE DIVISION BY JANUARY 31, 1994, <br /> UPDATES TO ALL POND AS-BUILTS THAT INCLUDE ALL RECENT <br /> IMPROVEMENTS ON PONDS 1, 2, 3 , 4, 5 AND LOADOUT PONDS L-1 AND L-2 . <br /> Updated maps were received by the due date and are now <br /> included in the permit application on Maps 24, 26 and 27 . <br /> Ponds 2 and 3 are lined with a geo-textile mat while ponds 1, <br /> 4 and 5 are incised into the ground. Ponds 1, 4 and 5 all <br /> have primary and emergency spillways while ponds 2 and 3 do <br /> not, as they are part of a water storage system. Pond 3 has <br /> an underdrain that is gravity driven to supply water to Pond <br /> 2, where it is then used in the preparation plant. Pond 2 has <br /> a discharge outlet and is NPDES point 003 . Ponds 1, 4 and 5 <br /> are also NPDES discharge points . The two ponds at the loadout <br /> are also discharge points with both primary and emergency <br /> spillways .
