What explains <br />the differences between Tables 3 -1 and 3 -2? <br />Response: Colowyo has revisited the surface ownership acres, utilizing Map <br />1 - Surface Ownership to re- calculate all acreages associated with land <br />ownership. Colowyo identified a discrepancy in a surface ownership <br />polygon (BLM) which affects the currently permitted acreage for both <br />private and federal ownership. Therefore, Colowyo will correct page 3 of <br />the renewal application with the corrected acreages. These acreages are in <br />line with the acreages in the Division's Permit System. <br />The disturbance acres presented in the 2011 Annual Reclamation Report <br />(ARR) are consistent with what is provided on Page 3 of the renewal <br />application. That being said, Colowyo will not address items related to ARR <br />under this renewal. The intent and purpose of a renewal is to address items <br />in the permit application package not the ARR. <br />3. Reclamation Plan <br />a. Regarding the new Table 2.03 -1 submitted with RN -06, please explain <br />why there is much more reclaimed area than disturbed area in the total <br />row at the bottom of the table. Please explain how these values are <br />calculated. It would seem that total disturbed values would be at least <br />as large as total reclamation values. <br />Response: Per a phone conversation between Mr. Rob Zuber and Mr. <br />Tony Tennyson on October 17, 2012, it was decided to reformat and <br />updated all acreages presented in Table 2.03 -1. Acreages presented are <br />now consistent with yearly acreages presented in the Annual <br />Reclamation Report (ARR), and all future estimates have been derived <br />from Map 29, Map 29A, and acreages presented in the ARR for long- <br />term facilities. <br />A Western Fuels - Colorado, LLC mining property <br />
