Phase 1 Bond Release Area <br />The area covered by this application was reclaimed in 2005 to 2009. Backfilling and <br />grading occurred concurrently with mining as described in the approved permit <br />language: <br />"Mining at New Horizon #2 is a standard strip pit operation. Initial topsoil is stripped <br />and salvaged for reclamation, upper overburden is removed by mobile equipment, <br />lower overburden is drilled and blasted, and then overburden is removed from above <br />the coal seam and placed behind the pit into the void of the previous mining area." <br />The topography of the bond release application area can be seen on Map R -1. Also, the <br />approved post -mine topography from the permit can also be seen for comparison <br />purposes. Map R -2 shows cross sections of the pre -mine, proposed post mine, and as- <br />built post mine topography. <br />No drainages were affected by the mining and reclamation of the Phase 1 bond release <br />area. The reclaimed area will continue to drain Ponds 009, 011, 012, and 013. <br />Phase 3 Bond Release Area <br />Phase 1 bond release was approved for this area (portion of BB Road and all of 2700 <br />Road) in 2008 as part of SL -11. The attached letter from Montrose County certifies <br />their acceptance of the construction of 2700 Road and BB Road, and initiation of the <br />warranty period. <br />8 <br />
