This concluded the inspection. <br />OBSERVATIONS <br />PERMIT #: M- 2004 -001 <br />INSPECTOR'S INITIALS: MAC <br />INSPECTION DATE: October 18, 2012 <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). John DeWitt (Lincoln County Land Use Administrator) and Chris Monks (Road & Bridge Foreman) <br />were also present for the inspection. The Lofdahl pit is located approximately 15 miles northeast of Karval, <br />Colorado. The site is permitted for 28.2 acres and has a maximum allowed disturbance of 8.5 acres. The <br />approved post- mining land use is rangeland. <br />This inspection was conducted as part of the Division's regular monitoring program. The permit sign was <br />posted at the site entrance and the boundary of the affected area was clearly marked with monuments. <br />Lincoln County operates a number of different gravel pits throughout the county; typically only several of the <br />pits are in operation at any given time. According to the Operator, mining will recommence at the Lofdahl Pit <br />prior to the end of this year. The site is divided into three phases: Phase 1(8.13 acres), Phase 2 (9.8 acres), and <br />Phase 3 (9.8 acres). The Operator has disturbed all of Phase 1 and the very northern portion of Phase 2, for a <br />total disturbance of approximately 8 acres. The Division and the Operator discussed the need to perform <br />reclamation prior to disturbing any additional area. The Operator will grade the western pit wall, replace <br />topsoil and seed in Phase 1 prior to excavating any further south into Phase 2. <br />The Division observed three topsoil stockpiles within Phase 1. The topsoil stockpiles did not contain a <br />vegetative cover and are not considered to be stable. Rule 3.1.9(1), requires that if topsoil is not placed on a <br />backfill area within a time short enough to avoid deterioration of the topsoil, then a vegetative cover or other <br />means shall be employed so that topsoil is protected from erosion. The topsoil must be replaced on the <br />reclaimed areas before the next growing season. If the topsoil has not been replaced by the spring of 2013, <br />then the topsoil stockpiles shall be seeded with the approved seed mix. <br />Page 2 of 3 <br />
