Introduction <br />CM -25 Mine <br />Permit No. M- 1977 -307 <br />Request for Application Amendment <br />The CM -25 Mine is located southwest of the abandoned town of Uravan in Montrose <br />County, Colorado adjacent to the Umetco UMTRA tailings disposal project. It is <br />operated by Cotter Corporation as a 110(2) Hardrock/Metal Mining Permit No. M -1977- <br />307. The original 110(2) application included 5.85 acres. Cotter requested an increase in <br />acreage to 7.34 acres on November 21, 1977. <br />Cotter has a surface and underground easement agreement with Umetco Minerals to <br />access reserves located on lands leased from the U.S. Department of Energy (DOE). <br />Cotter is the lessee of Mining Lease No. AT (05- 1) -ML- 60.8- C -CM -25 issued by the <br />DOE on September 16, 1977. This lease covers some 573 acres and gives Cotter the <br />right to explore, develop, mine and remove ore deposits of uranium, vanadium and <br />associated minerals. <br />Known reserves are accessed through the mine portal located in Section 4, T47N, R17W <br />NMPM. The permit was issued on December 5, 1977. The mine currently holds <br />intermittent activity status. The portal area, mine waste areas and ventholes associated <br />with this mining effort, have been reclaimed. <br />Cotter is amending the original permit in order to comply with the Division of <br />Reclamation, Mining and Safety's request. Under the new rules and regulations for hard <br />rock mining, all uranium mines are classified as Designated Mining Operations (DMOs) <br />and as such require Environmental Protection Plans. <br />Proposed affected acreages for venthole #1 and #3 have been revised to be increased by <br />0.47 and 0.12 acres respectively. 0.17 acres is being added to venthole #4 and 0.90 acres <br />is being added to the secondary escape way portal. The road located in the NW '/4 of NW <br />1/4 corner of section 4 is no longer being listed separately as it is now included in the <br />permitted acreage associated with the surface facilities and waste area. The revised <br />acreage for the permitted area will be 8.75 acres. <br />Cotter submits the attached exhibits and maps to provide clarifying information for this <br />request. <br />
