southern margins of the waste rock pile and routes runoff to a second containment pond. This <br />pond also receives runoff from the waste rock pile that is routed along the west side of the haul <br />road in a collection ditch. The east side of the haul road contains another ditch that carries <br />offsite runoff from areas above and to the east of the mine. It is a site bypass mechanism which <br />does not contain runoff associated with the waste rock or future ore piles. <br />5.0 Site Manager <br />The site manager for the JD -9 will be responsible for implementing BMPs at the site during the <br />operation of the mine, bi- annual storm water inspections, maintenance of storm water inspection <br />records, and oversight of reclamation efforts once mining activities are completed. <br />The Vice President of Mining for Cotter, Glen Williams, is responsible for implementing and <br />maintaining the SWMP for the JD -9 site. Cotter will <br />restore the affected areas in accordance with the reclamation permit and DOE lease requirements <br />on the JD -9 lease. <br />6.0 Potential Pollution Sources <br />Mining operations result in ore and waste rock stockpiles that are stored on the land surface <br />adjacent to the mine entrance. The ore stockpile remains on site only for short durations as the <br />ore is hauled to a process mill shortly after removal from the mine. The waste rock will remain <br />onsite permanently and be stabilized in- place. <br />There will be a reactivation of the 500- gallon diesel fuel tank with secondary containment <br />located near the mine portal. The tank is used to refuel equipment during mining operations but <br />remains empty during extended cessations in mining activities. <br />Other petroleum products used at the site will include hydraulic and lubricating oils. These oils <br />are generally in 5- gallon containers and stored in the onsite building. <br />ESWMP -4 <br />
