mine water will be discharged into an ephemeral tributary to Bull Canyon, which <br />when flowing, discharges into the Dolores River. The permit requires sampling <br />and analysis for various constituents on a weekly and monthly basis at the <br />discharge point. The permit standards are based on the water quality criteria <br />established by the state for the Dolores River. A Material Containment Plan will <br />also be developed that provides guidance for the storage, use, cleanup, training, <br />and reporting associated with the use of water treatment chemicals onsite. <br />• A solvent - cleaning station may be installed in the maintenance shops. These <br />stations generally consist of a cleaning sink mounted on a small drum of solvent. <br />The solvent is pumped into and used in the sink and then recycled back to the <br />drum via a gravity drain. The drums of solvent are periodically replaced by a <br />vendor that recycles the solvent. If these stations are installed, Cotter will acquire <br />the necessary permit(s) from the Colorado Hazardous Materials and Waste <br />Management Division (HMWMD). The electrical transformers installed by <br />Cotter to be used on site will not contain PCBs. Sludge produced from the water <br />treatment system will be disposed of in accordance with HMWMD's Radiation <br />Management Program's regulations for Technologically - Enhanced Naturally <br />Occurring Radioactive Materials (TENORM). <br />• Cotter will apply for an air emissions permit from the CDPHE for fugitive dust <br />during ore transport and blasting if required. <br />• Cotter has obtained an individual sewage disposal system permit from Montrose <br />County. Permanent facilities have existed on site since 1975. <br />• The project is located entirely on public land managed by the DOE. The DOE <br />requires a mine plan and a reclamation plan prior to beginning a mining operation. <br />• The area of the JD -9 mine is zoned "agriculture" by Montrose County. A <br />Conditional Use Permit for the mine was approved by Montrose County in 1975. <br />The Conditional Use Permit included many of the same environmental protection <br />measures described in this permit application. <br />• Socioeconomic impacts to the local communities will be positive but limited due <br />to the limited number of employees required at the mine. <br />• Cotter will strictly adhere to all MSHA applicable regulations. <br />(4) Other Permits and Licenses <br />For a full list of Cotter's Permits and Licenses see Exhibit M — Other Permits and <br />Licenses. <br />O'Connor Design Group Inc.
