Background
SR -13A was originally permitted by Cotter in 1977. Cotter did various development
related efforts at the mine. The mine was fully reclaimed by 2003.
Ore reserves at the SR -13A mine are found in the Salt Wash Member of the Morrison
Formation. Overlying the Salt Wash top rim sandstone is the Brushy Basin member of
the Morrison Formation. It is predominately variegated, bentonitic shales interbedded
with lesser amounts of sandstone and thin conglomerate lenses. Immediately below the
mined horizon is the basal part of the top rim sandstone, which is fine- grained, quartz -
rich, with minor feldspar content, and is carbonate cemented. Mudstones occur as thin,
discrete lenses within the top rim sandstone and are located directly below the ore zone.
(For a full description of the area geology see Exhibit T (9) - EPP.)
Boundary Changes
Cotter is requesting the release of 3.81 acres associated with a venthole and its access
road, as well as a reclaimed waste dump site south of the main mining area. 1.22 acres is
being added to the mine yard and waste dump in order to include stormwater manage-
ment structures. 0.86 acres is being added for a road to access the site's venthole and
waste area. A detailed list of all proposed and original acreages along with their locations
can be found in the Table of Purposed Surface Disturbances listed below in this exhibit.
Timeline
Exhibit C
Mining Plan
SR -13A Mine Permit Amendment
M -1977 -311
The area to be worked at any one time will not appreciably increase after the initial
disturbance around the portal area. Small amounts of additional acreage may be involved
as the waste area grows or additional roads for the venthole and development drilling are
needed. This land has been accounted for in the affected acreage.
Areas involved that may be classified as major disturbances include the waste rock and
ore stockpiles. Moderate disturbances include the area required for stabilization of the
waste rock pile and grading of the areas used for parking, structures, storage equipment
and other materials.
All surface disturbances around the portal, including building construction and reopening
and rehabilitation of the portal, as well as reopening the venthole and the second
escapeway portal, will take approximately 6 -12 months.
The life of the mine is projected to be between 10 and 15 years.
C -1
