(16) Quality Assurance and Quality Control program <br />The design and implementation of the Drainage Design Plan will be overseen by a <br />registered professional engineer. Cotter will conduct regular inspections of all structures, <br />repairing damage and making improvements as needed. <br />(17) Plant Growth Medium (Soils) <br />The surface disturbance at LP -21 occurs primarily in soil types 23 and 88, as marked on <br />the soil map included in this exhibit. A full soil analysis was done on these soil types and <br />is included below in this exhibit. Cotter will comply with Colorado State University's <br />recommendations as closely as possible. <br />For a full description of soil types as well as a complete report from the Department of <br />Agriculture, Natural Resources Conservation Service, outlining the soils relationship to <br />the local vegetation in the LP -21 mine, see Exhibit I = Soils Information and Exhibit J - <br />Vegetation Information. <br />(18) Wildlife protection <br />In order to minimize or prevent harm or damage to wildlife, Cotter will contact the <br />Colorado Parks and Wildlife (CPW) in order to come to an agreement on acceptable <br />hours of mining operations and following their other recommendations as closely as <br />possible.
