Introduction <br />LP -21 Mine <br />Permit No. M -1977 -305 <br />Request for Application Amendment <br />The LP -21 Mine is located approximately 5 miles south of the abandoned town of Uravan <br />in Montrose County, Colorado. It is owned and operated by Cotter Corporation as a 112 <br />Hardrock/Metal Mining Permit No. M- 1977 -305. Cotter is also the lessee of Mining <br />Lease No. AT(05- 1) -ML- 60.8- C -LP -21 issued by the U.S. Department of Energy on <br />April 30, 2008. This lease covers some 652.07 acres and gives Cotter the right to explore, <br />develop, mine and remove ore deposits of uranium, vanadium and associated minerals. <br />Known reserves in Sections 27 of T47N, R17W, NMPM, Montrose County, Colorado, <br />are accessed by a mine portal located in the eastern hillside of the permitted area in the <br />Brushy Basin Member of the Morrison Formation. Mining is not currently ongoing at <br />LP -21. The mine waste area has been re- contoured and seeded, the portal area has been <br />reclaimed, and the three ventholes have been plugged. <br />Cotter is amending the original permit in order to comply with the Division of <br />Reclamation, Mining and Safety's request. Under the new Rule and Regulations for <br />Hard Rock Mining, all uranium mines are classified as Designated Mining Operations <br />(DMOs) and require Environmental Protection Plans. Cotter is also amending the <br />permitted acreage. Cotter is requesting the release of 0.87 acres associated with venthole <br />No. 1 located in the SW 1 /4 of the NE 1/4 of section 27, T47N, R17W, NMPM, and <br />requesting an additional 0.25 acres for a proposed venthole site No. 6 located in the NW <br />1/4 of the SW 1/4 of section 27, T47N, R17W, NMPM. <br />Cotter submits the attached exhibits and maps to provide clarifying information for this <br />request. <br />
