Mike Boulay -33- October 16, 2012 <br />MCM: Table 3, Groundwater parameter list has been added to section 2.05 -6. <br />90. The surface water monitoring plan proposed in PR -2 does not match the <br />currently approved surface water monitoring plan. On revised permit text page <br />2.05 -63, it is stated that the surface water monitoring stations SW -1, SW -4 and <br />SW -8 are to be sampled quarterly for field parameters and semi - annually for the <br />full suite parameters. However, as stated on approved permit text page 4 -20, <br />SW -1 and SW -8 are to be sampled quarterly for the full suite analyses and for <br />flow. Concerning SW -4, however, it is not clear to the Division if SW -4 is currently <br />part of the McClane Mine monitoring program. <br />As also stated on page 4 -20, SW -2 and SW -5 are to be sampled twice a year for <br />the full suite parameters, one time during spring snow melt and one time during a <br />storm event in the spring or summer. Flow is to be measured at SW -2 in addition <br />at SW -1 and SW -8. <br />Please justify the change in the surface water monitoring program or revise <br />the PR -2 submittal to conform to the currently approved monitoring <br />program. The Division also requests that flow be added to Tables 1 and 2 <br />on revised pages 2.05 -64 and 65. <br />MCM: Please see revised page 2.05 -61. SW -1 and SW -8 will be monitored for field <br />parameters, and full -suite parameters quarterly. SW -2 and SW -5 have been <br />added to the monitoring plan shown on page 2.05 -61. Flow will be measured at <br />SW -2 when water is available. However, during the last ten years, SW -2 has <br />only had water during first quarter of 2007, and third quarter of 2005, and SW -5 <br />has never had water. SW -4 was part of Munger monitoring program and will not <br />be part of McClane Canyon monitoring program. <br />91. On revised page 2.05 -66, it is stated that water monitoring results will be <br />submitted to the Division annually. However, the currently approved submittal <br />process, as stated on permit application page 4 -20, states that the quarterly <br />sampling results will be submitted to the Division within one month of the end of <br />the quarter. Please either justify this change or revise the permit text to <br />conform to the currently approved plan. Also, please include the timing of <br />the submittal of the discharge monitoring reports in the permit text <br />discussion. <br />MCM: Please see revised page 2.05 -65. <br />92. In Appendix M, the Sedcad hydrology designs use 2.4 inches for the 100 year -24 <br />hour precipitation event. However, it appears from the NOAA Atlas 2, Volume Ill <br />that the value should be 2.6 inches. Please explain the use of 2.4 inches or <br />
