Montrose County has accepted the construction of the roads, and the mine is now in a warranty <br />period with the County. SL -13 also requests Phase I release for 100.16 acres that were backfilled and graded <br />between 2005 and 2009. Sandy Brown and I conducted a bond release inspection on August 14, 2012, and the <br />inspection report was issued on September 6th. I completed my preliminary adequacy review of the application <br />on October 17th. I anticipate that the operator's request for release will be approved for both Phase I and Phase <br />III areas. <br />In November 2011, you prepared a Reclamation Cost Estimate for SL -12. Western Fuels ultimately withdrew that <br />application. I would like to request your assistance in updating the RCE for the New Horizon Mine to incorporate <br />the SL -13 release areas. The documents and maps you may need to reference should be available in Laserfiche. <br />Please let me know if you have any questions, or need additional information. I anticipate that we will receive an <br />adequacy response within the next few weeks, and that I will have the Findings completed by the end of <br />November. <br />Thank you, <br />
