Alternative Solutions <br /> The reclamtion solutions proposed to alleviate the environmental problems <br /> associated with the strip and downcast areas comprising the Coal Basin Project <br /> are described within Section 4.2.1 .2, 4.3.3.1 , and 4.3.6.2 of the final E. I .S. <br /> for "Approval of State and Indian Reclamation Program Grants Under Title IV of <br /> the Surface Mining Control and Reclamation Act of 1977" (hereafter referred to <br /> as OSM-EIS-11 ). Additionally, in accordance with NEPA requirements, the no <br /> action alternative has also been considered for the strip and downcast areas. <br /> All the reclamtion alternatives discussed in the above sections are feasible <br /> to employ. The preferred alternative for the site is as follows: <br /> Regrading would be performed on the strip area to accommodate proper <br /> drainage and to enhance revegetation success. The entire area would be <br /> covered with a soil medium obtainable from an overflow area from adjacent <br /> upper Coal Creek. Amendments to this soil may be necessary to create a <br /> proper growing medium. Work to be performed on the downcast areas would <br /> be limited to the northernmost portion of the northern area. Minor <br /> benching and proper drainage of the slope would be constructed. <br /> Revegeta tion would include the planting of containerized woody species. . <br /> III . Impacts of the Alternatives <br /> The general impacts .associated with the various abatement alternatives <br /> considered in the Coal Basin Project are discussed in Section 4.2 of <br /> OSM-EIS-11 . Specific impacts of each alternative are discussed in Section <br /> 4.3.1 of OSM-EIS-11 . <br /> IV. Compliance with other Legislative Requirements <br /> A. Cultural and Historic Resource Evaluation <br /> The cultural , historical , and archeological values of the Coal Basin Project <br /> were assessed both through field work and through research of available <br /> records. Historical and cultural resource forms for the Coal Basin Project <br /> area have been submitted to the Colorado Office of Archeology and Historic <br /> Preservation for concurrence that the proposed construction alternatives will <br /> have no impact on the historical and cultural resources within the project <br /> area. <br /> i <br /> X-11 <br />
