The United States (White River and Gunnison National <br /> Forests) owns the lands surrounding Tracts A and B with the <br /> exception of two extensions of Mid-Continent Resources fee title <br /> land beyond the Estimated Area For Life of Operation boundary <br /> (Tracts C & E) . See Property Holdings Map, Exhibit I-A-1 . Haul <br /> road and powerline right-of-ways on Forest Service lands between <br /> fee title Tracts A and B and Federal coal lease Tract G, which is <br /> held by Mid-Continent, are authorized by special use permits <br /> from the Forest Service . See Section G of this chapter for <br /> special use permit documentation . The road from Tract B to State <br /> Highway 133 near the town of Redstone is a public road utilized <br /> by the Forest Service as a forest management road, by ranchers to <br /> reach their cattle grazing areas in Coal Basin and by Mid- <br /> Continent for access to its mining operations . A quarter mile <br /> buffer zone CTract P) extending beyond the Federal coal lease <br /> boundaries is included in the Estimated Area For Life of <br /> Operation and Permit Area to allow for possible subsidence angle <br /> of draw .
