BANTA, Director <br /> April 29, 1991 <br /> Mrs. Diane Delaney <br /> Mid Continent Rescalrces <br /> 201 Centennial Street Suite 4C <br /> Glenwood Springs, CO. 81601 <br /> F,E: Coal Basin AML Project <br /> Dear Mrs. Delaney; <br /> After reviewing some of the planned reclamation activities constituting the <br /> Coal Basin Project, minor changes have been encountered. The creation of lined <br /> runoff structures on the downcast slope has been reevaluated. The stability <br /> and longevity of any channels constructed on this steep slope is in question. <br /> Slope alteration in this fashion would undoubtedly create other unforeseen <br /> impacts on long-term slope stability. An alternate course has been proposed. <br /> Using a technique which has been proven in Europe. the bid document will <br /> include the construction of hedge brushlayers consisting of hand dug contour <br /> furrows on 12 foot centers. Each furrow will have shrub cuttings or tublings <br /> buried 2/3's their length on one foot spacings. Native shrub tublings have <br /> been ordered from a nurser^/. We will still need to obtain shrub cuttings <br /> on-site. Cuttings = feet in length would consist of willows, currant, <br /> buffaloberry and other endemic species adjacent to the project area. The <br /> cutting process would in no way be detrimental to the shrub and in essence <br /> would act as a pruning mechanism. In addition to the hedge brushlayer <br /> construction, seedling trees would be planted within constructed retaining <br /> structures spaced approximately E30 feet apart. <br /> All of the other reclamation work cited in the project narrative would be <br /> constructed including; minor runon structures to divert surface water flows <br /> from the upper coal flat and slope areas, the relocation, regrading and <br /> reclamation of the existing coal waste pile northeast of the eastern downslope <br /> area adjacent to Coal Creed:, and the regrading of the upper coal flat to <br /> promote revegetation success including contour furrowing and the selective <br /> handling of materials suitable for revegetation. All disturbed areas would be <br /> seeded, mulched and crimped. Construction is still scheduled to commence in <br /> July, 1991.
