Pineda <br />Director <br />The Division received Twentymile Coal Company's (TCC's) application for a technical revision (TR -80) on <br />September 20, 2011. The application was determined to be complete on September 30, 2012. No concerns have <br />been received from other agencies regarding this proposed technical revision as of the date of this letter. The <br />Colorado Division of Reclamation, Mining and Safety has completed its adequacy review of the proposed technical <br />revision. Please respond to the following comments or concerns as necessary: <br />1. Proposed page(s) 2.05 -71, 71.1, and 72 do not correspond to the approved text on pages 2.05 -70 through <br />2.05 -73. Please revise the proposed text to correspond to the approved text. <br />2. Proposed text on page 2.05 -71 identifies the "Sage Creek Portal" as the origin of the coal to be transported <br />to the Foidel Creek Mine. The Division does not recognize the "Sage Creek Portals" as an active mining <br />operation. If the origin of the coal to be processed at the Foidel Creek Mine is originating from the <br />Peabody Sage Creek Mine, please revise the proposed text to reflect the Peabody Sage Creek Mine <br />rather than the sage creek portal. <br />3. Based on the new drainage and sediment control plan for the RDA expansion identified on proposed pages <br />2.05 -97.4 and 97.5, culverts RDA -7 -2, RDA -5 -1, and RDA -lb -1 will be removed. Exhibits 26C and 8EE <br />identify approved designs associated with the RDA expansion.
