Minesite Inspection Narrative <br /> Inspection Dates July 23, 1993 <br /> Mine: Coal Basin <br /> Company <br /> Mid-Continent Resources <br /> P.O. Box 1298 <br /> Glenwood Springs, CO. 81602 <br /> Weather: Sunny and warm <br /> Comments <br /> On July 23, 1993 Tom Wright and Steve Rathbun of the Albuquerque Field Office <br /> conducted an inspection at the Coal Basin mine to determine if the operator had <br /> met the field requirements of Federal Notice of Violation 93-020-250-001 1 of 1. <br /> This violation required the operator to construct a diversion in accordance with the <br /> requirements of the Colorado regulatory program at the southwestern end of the <br /> old refuse pile adjacent to Dutch Creek and once the work was done submit as- <br /> built designs to the Albuquerque Field Office (AFO). Service of this Notice of <br /> Violation was made by certified mail on 7/19/93 and the abatement deadline was <br /> three calendar days after service. <br /> A ditch had been cut at the base of the refuse area that routes drainage from the <br /> area to a sediment pond downstream. At time of this inspection water from seeps <br /> on the refuse disposal area was flowing in the ditch. Measurements of depth and <br /> width of this ditch were taken in three locations and the structure appeared to be <br /> adequate in size. On the afternoon of July 23 the required as-built designs were <br /> faxed from John Reeves Jr., P.E. for Coal Basin to AFO. <br /> As the operator constructed an acceptable diversion and provided as-built designs <br /> to AFO by the abatement deadline this violation is terminated effective 7/23/93. <br /> While passing over the road crossing over the flume on Dutch Creek it was noted <br /> that quality of water in the stream at that point was radically different from quality <br /> of water downstream at the junction of Dutch and Coal Creeks. Water in the <br /> stream at this point had a light brown color and appeared sediment laden. <br /> Upon arrival at the area covered under the Notice of Violation equipment could be <br /> heard running upstream from the refuse pile. Because of the water quality problem <br /> downstream and the sound of equipment working upstream this area was checked. <br />
