MINESITE INSPECTION NARRATIVE 15 <br /> spring fed and carries snow melt this time of year, also <br /> carries water through the same area in a separate ditch. The <br /> water from these ditches should be moved away from the toe of <br /> the pile. It is not required, but I would recommend that <br /> reclamation designs for the area be modified to reduce the <br /> exposure. " The plugged culvert should be opened but is <br /> unfeasible at this time due to the saturated condition of the <br /> toe. <br /> Drainage on the pile itself is positive and is being directed <br /> to the side drains instead of over the front outslope. <br /> A couple of questions were raised about the approved trash <br /> disposal on the pile. Mr. Berry noticed a number of crushed <br /> barrels mixed in with the trash. He said that he thought the <br /> should not be disposed of in the area. There is no limit on <br /> what can be disposed of in the approved area, but OSM\AFO <br /> would agree with him that this practice should be stopped. To <br /> do so would require a mine plan modification. Another comment <br /> was made about covering the trash to minimize exposure and <br /> scattering thereof, but the mine plan requires covering on a <br /> bi-annual basis with no time schedule specified. There was <br /> some discussion about permitting a new disposal site on the <br /> processing pad, and closeout of the one on the rock tunnel <br /> dump, but to date nothing has been done. <br /> Pond cleanings are still being disposed of on the rock tunnel <br /> dump. <br /> The 12 foot culvert lying under the road to the rock tunnel <br /> dump from the lamphouse pad, carries flows through the area <br /> from the South Fork of Dutch Creek. The CMP is buckling up on <br /> the bottom. A three foot buckle was observed about midway <br /> through the pipe, but flows through the structure were too <br /> high to allow closer inspection. An effort was made to check <br /> the pipe later on during the inspection, but the flow again <br /> restricted access. A comment was made that some piping may be <br /> occurring under the CMP through the buckled section but <br /> confirmation was not possible. Follow-up is needed because <br /> the integrity of the pipe is in question. Inspection of the <br /> CMP will not be possible until the flow through the pipe is as <br /> low as possible. <br /> Mr. Fritz checked culverts on the access road from the <br /> lamphouse pad down to the main facilities area. Various <br /> degrees of erosion were noted below the outfalls. the <br /> erosion ranges from acceptable to a violation. Road culvert <br /> outfalls were addressed in one of the state violations. <br /> SUTEY REFUSE PILE <br />
