MidContinent Resources <br /> (c-81-017) <br /> Dear Mr. Hagen.- <br /> Pursuant to Sec. 517H and 521A of SMCRA, on behalf of the Crystal Valley En- <br /> vironmental Protection Association, Inc., I am herewith making a citizen complaint <br /> as follows: <br /> The reclamation plan calls for mine roads, after final reclamation is <br /> completed, merely to be narrowed but to be left wide enough to per- <br /> mit motor vehicle traffic; this plan thus fails to maximize stabilization <br /> of the watershed and would perpetuate erosion and degradation of <br /> water quality. The alternative of closing and revegetating the roads, <br /> which since 1988 has been repeatedly urged by the U.S.Forest Service <br /> and others, has been rejected by the Co. Division of Minerals and <br /> Geology.
