My reasons are: <br /> 1. That in the TDN (# 93-02-244-03 ) OSM-AFO reformulated the <br /> complaint and in the process gave it a substantially <br /> different meaning. The TDN asserts as a violation <br /> failure to reclaim contemporaneously the haul and access <br /> roads, whereas my complaint alleges failure of the <br /> reclamation plan to maximize erosion control and <br /> restoration of the hydrologic balance inasmuch as it <br /> fails to provide for permanent closure of the haul and <br /> access roads, and restoring, stabilizing, and <br /> revegetating the slopes which they transect; <br /> 2 . That leaving the haul and access roads open will <br /> perpetuate conditions conducive to erosion and sediment <br /> pollution of Coal Creek and the Crystal River and in so <br /> doing will adversely effect me and many other residents <br /> of the Crystal River Valley and Western Colorado; <br /> 3. That leaving the road beds accessible to motor vehicle <br /> traffic is environmentally destructive and incompatible <br /> with appropriate post-mining uses of public land <br /> according to the U.S. Forest Service. <br />
