- 3 - <br /> Sediment Control <br /> There are now 39 sediment ponds in the Coal Basin mine complex. These ponds <br /> have been designed to operate individually or in series to contain run off <br /> from a 10 year, 24 hour storm event and the resulting sediment. Several other <br /> ponds have been approved to be constructed. Two have been approved at the <br /> tunnel refuse area to allow for additional settling of mine discharge water <br /> from the rock tunnel area. These two ponds may not be needed as an <br /> alternative cyclone methodology is currently being implemented to remove the <br /> total suspended solids load of the mine discharge. <br /> Secondary sedimentation control structures have also been utilized at the mine <br /> site using the best technology currently available. These ponds are known as <br /> B.A.T. ponds. These ponds have been approved by the Colorado Department of <br /> Health. At the Arctic Circle there are two B.A.T. ponds in series. There is <br /> one B.A.T. pond at the No. 4 bench and three ponds in series at the No. 1 <br /> bench. The Health Department does not require that these ponds meet NPDES <br /> effluent limitations. <br /> The original permit placed a stipulation on the No. 4 mine sediment control <br /> system. This stipulation is still in force and is duplicated here. <br /> Stipulation No. 1 <br /> PRIOR TO REACTIVATION OF MINE NO. 4, THE PERMITTEE MUST CONSTRUCT THE SEDIMENT <br /> PONDS, AS DESIGNED, ON THE SOUTHEAST SIDE OF THE MINE NO. 4 BENCH. <br /> Stipulation No. 12 was placed on the coal processing waste embankment <br /> sediment control system, specifically at the Sutey Refuse Area. Within the <br /> new permit application the operator has committed to maintaining a berm and <br /> perimeter ditch, 8 to 10 feet from the toe, around the lower end of the <br /> topsoil stockpile at the Sutey Refuse Area. This satisfies stipulation No. 12. <br /> Surface and Ground Water Monitoring and Reporting <br /> During 1986 the surface and ground water monitoring plan was revised for the <br /> Coal Basin Mines.
