Thompson ,
As a result of the above referenced NOV Mid-Continent Resources
was required to submit a plan detailing methods we intend to use
to handle refuse in a controlled manner until the extension of
the conveyor can be installed. The purpose of this letter is to
outline this plan to the Division.
Basically, the problem that now exists at the Sute,y Pile is the
low spot that has been dug out at the existing discharge point .
We excavated this hole ahead of time to allow construction of the
new belt to proceed in a timely manner. As a result of this low
spot being excavated, an upward slope now exists in all
directions around the refuse discharge point . During dry weather
this poses no problem with refuse disposal . However, as we noted
during your inspection , when we experience a large snowmelt or
precipitation event the water flows from the edge of the
depression back down to the conveyor building area. In order to
prevent any more problems with run-off until the new belt is
constructed Mid-Continent proposes to implement the following
plan .
1 ) A ditch sized to carry a 101 yr/24 hr precipitation event
will be placed from the conveyor building down along side the
conveyor access and to the ponds .
2) A small interceptor ditch will be placed on the south
side of the discharge area tin refuse) in order to pick-up any
slope drainage and convey it to the 100 yr ditch. This ditch will
be maintained on a daily basis .
3 ) The entire area of depression will have a positive slope
on the order of l% to the 100 year ditch. This will prevent
ponding of water on the refuse pile.
Since our snow season has now ended there should be no problem
with drainage at this area with the above modifications in place.
