Pipe Diversion System <br /> Dear Mr. Stevens: <br /> Your letter of March 29, 1989, indicated that the Division <br /> requires of Mid-Continent a commitment that, prior to com- <br /> pletion of the additional Pond D, in the fall of 1989 , during <br /> precipitation events the present series of ponds will not <br /> be cleaned and connections between the ponds will be open. <br /> Mid-Continent agrees to this requirement. <br /> As indicated in our submission, we do not feel the ponds <br /> could be cleaned during precipitation events in any case, as <br /> the access road would not be passable to haul trucks.
