Box 500 <br /> Carbondale, Colorado 81623 <br /> RE: Coal Basin Mines (C-81-017), Adequacy Review of Technical Revision 12 <br /> (Mine Drainage Treatment System) <br /> Dear Mr. Thompson: <br /> Following the meeting with you and Mid-Continent's consultants on <br /> September 19, most of the Division's concerns have been addressed verbally, <br /> but it would be helpful to have the results of these discussions in writing. <br /> Concerning the technical aspects of the system, the current design parameters <br /> discussed at the meeting (discharge and TSS concentration at both high and low <br /> flow) are higher than those initially provided. Prior to approval , this <br /> information must be updated. Written approval from the Colorado Department of <br /> Health for use of Guar Gum and Nalco 8170, as well as issuance of the amended <br /> NPDES permit is needed prior to discharging from the new system. <br /> The Division also requests a more complete description of how Mid-Continent <br /> plans to operate the entire mine water discharge system. Specifically, how <br /> frequently will the system be monitored by prep plant or other personnel ? <br /> Will an employee trained in the system's operation be on site at all times? <br /> How will problems with the system's performance be recognized? What <br /> maintenance schedule is planned for the 016 ponds once the new system is on <br /> line (road ploughing, pond cleaning)? <br /> Consideration of these factors could be important to fl awless operation of the <br /> system, and is considered to be an integral part of this revision. <br /> Following submittal of this information by Mid-Continent, the Division expects <br /> to approve the treatment system as designed. <br /> Sincerely, <br /> (?- 4v <br /> William B.
