Unit train bin. <br /> Dear Mr. Waldron: <br /> Among the facilities at the Carbondale Load-out site is a unit train bin, which was used <br /> to store coal prior to shipping. The reclamation plan, at Vol. 9, App. VII-F-1, page 2 of <br /> Doug Bowman's letter to Roger Funston, says that "at the end of mining the property <br /> will be converted to some other commercial business. The offices will remain and the <br /> 32,000-ton slot bin will be converted into a warehouse." <br /> To implement the plan to convert the bin to a warehouse facility, Mid-Continent wishes <br /> to fill the base of the bin with dirt fill, and we propose to begin filling it in at once. As <br /> the source of the fill material, we propose the hillside in back of the bin, approximately <br /> in the area below the ditch which runs across the hillside. This is on property owned by <br /> Mid-Continent, and is within the permit boundary. A sketch is attached. The proposed <br /> area is designated by cross-hatching. <br /> The top layer of soil, which is vegetated, will be segregated and saved. The flat area in <br /> the back of the bin would be extended to a uniform width of approximately 75' along the <br /> length of the bin, with the hillside above graded to a 2:1 slope. The top layer of soil <br /> (which contains vegetative matter) would then be graded back down and over the <br /> excavated slope. <br /> We wish, by this letter, to request approval from the Division to undertake this activity, <br /> and would like to proceed immediately. <br /> Yours truly, <br /> Diane Delaney <br /> Mid-Continent Resources <br />
