(C-81-017) requests a minor revision to allow routing of
flows from the rock tunnel to discharge point 029, rather than to discharge point 016.
Discharge point 029 was included in the recent CDES permit renewal to allow for this
alternate routing of the water which drains to the surface through the tunnel.
Our intention is to use Discharge Point 029 during the time that reclamation work is
being done on the rock tunnel fill area. We anticipate that this work will include
grading, topsoiling, and application of seed and mulch. These activities will probably
cause material to fall into the ditch which runs alongside, and which presently carries
the flows from the tunnel to the sediment ponds above the 016 outfall. This could block
the ditch, presenting a maintenance headache, and would cause more material to go
into the sediment ponds, which would ultimately increase the expense of pond
cleaning. It seems, therefore, preferable to simply re-route the water while the work is
done, and thus avoid such potential problems.
The water coming from the tunnel is extremely clear, and well below the discharge
limits for TSS. It therefore does not require treatment(i.e. the sediment ponds).
Attached is a map showing the alternate route to the 029 discharge point and a list from
the CDES permit of permitted discharge points, including 029.
Thank you.
Yours truly,
Diane Delaney
