This barrier <br /> would be constructed inside a permanent berm around the <br /> south side of the pad. The barrier would consist of rail- <br /> road rails driven 8 feet to 10 feet into the ground, leaving <br /> approximately 8 feet sticking out . Steel plate 12 inches <br /> wide would be welded to the railroad rail , forming three <br /> horizontal guard rails .
