OF COCA
0 DEPARTMENT OF NATURAL RESOURCES
**<IsO * David H.Getches,Executive Director
MINED LAND RECLAMATION DIVISION
1876 * " D"ID C. SHELTON, Director
Richard D.Lamm
Governor
l
February 6, 1985
MEMORANDUM `''
k +,
TO: Fred Banta and David Shelton
FROM: Dave Holm, %
RE: Results of Assessment Hearings with Mid-Continent Resources, Inc.
Attached you will find my findings from the series of assessment hearings
which dealt with Cessation Orders and NOVs against Mid-Continent Resources,
Inc. These conferences took place during a three week period in January,
1985. My findings take the form of recommendations which you may wish to
consider in arriving at a settlement with the operator and Mined Land
Reclamation Board.
I have included a summary sheet which displays the Division' s original
proposed penalty and my recommended assessment for each NOV and Cessation
Order. While a tremendous volume of information had to be considered in these
hearings, the process which ensued was very stimulating and, in the end, quite
gratifying. I hope the process leads to a resolution of this long-standing
enforcement proceeding.
/wjh
7617F
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
