Pineda <br />Director <br />The Division of Reclamation, Mining and Safety (Division) has completed its preliminary adequacy <br />review for Permit Renewal Application No. 6 for the Roadside Portals Mine. Normally as part of the <br />adequacy review, the Division performs a detailed review of the reclamation cost estimate. However, <br />we recently did a detailed review and update to the cost estimate in May with Permit Revision No. 5, <br />and there have been no changes to the costs in CIRCES since then. There have been no revisions since <br />we did the estimate so we will not need another review at this time. <br />We received written comments on the renewal application from the Colorado Historical Society and <br />from Colorado Parks & Wildlife during the public comment period. As the proposed permit renewal <br />does not involve any new surface disturbance or alter the previously approved permit conditions or <br />mitigation measures, CHS concludes that a finding of no historic properties affected is appropriate <br />for this undertaking. Likewise, Colorado Parks & Wildlife concludes that no significant impacts to <br />wildlife are anticipated. These two letters are attached for you review. <br />The Division has the following comments regarding the RN -6 application. <br />Rule 2.0.4.3 Identification of Interests <br />For AEP Coal, Inc., the following people were listed on AVS but not listed on the <br />Directors /Officers Report: Jeffrey D. Cross as Manager beginning on 10/29/2001. Please have <br />Jeffrey D. Cross listed as Manager added to AEP Coal, Inc. list or information on his end -date <br />as Manager should be provided to the Division. AVS has the following Shareholder listed but <br />not listed on the Directors /Officers Report AEP Kentucky Coal LLC and AEP Ohio Coal LLC. <br />2. For American Electric Power Company Incorporated, the following shareholders were listed on <br />AVS but not listed on the Directors /Officers Report: AEP Utilities, Ohio Power Co. and <br />Southwestern Electric Power Co. The following were listed as owners on AVS but not on the <br />Directors /Officers Report: Appalachian Power Co., Indiana Michigan Power Co., and Public <br />Service Company of Oklahoma. <br />
