Rule 1: Permits <br />• There will be an automatic gate or guard stationed on the access road between the bridge and the <br />loadout. Access will be regulated to any area within the permit azea which may be subject to <br />flyrock from blasting for the protection of the public and livestock. Access to areas possibly <br />subject to flyrock will be controlled until an authorized representative of LCC has reasonably <br />determined that no unusual circumstances, such as imminent slides or undetonated chazges, exist <br />and that access to and traveling through the azea can be safely resumed. Flyrock, including <br />blasted material traveling along the ground, will not be cast from the blasting vicinity more than <br />half the distance to the nearest dwelling or other occupied structure and in no case beyond the <br />line of property owned or leased by LCC, or beyond the azea of regulated access required under <br />4.08.4(5). The Regulated Access Area is shown on Map 2.05.3-4. However, this perimeter <br />around the portion of the surface mine that will be blasted during the five-yeaz permit term <br />represents the maximum distance from the perimeter of the surface mine blasting area. When <br />blasting occurs on the west side of the surface mine area, the Regulated Access Area will not <br />apply to the eastern perimeter intersects access roads. <br />The mine area is privately-owned property. No Trespassing signs aze posted at the entrance to <br />the mine on Highway 12. No unauthorized persons should be on the mine property. A <br />combination of cattle guards and fencing will be used to keep livestock from entering areas <br />where blasting will occur. Livestock area grazed in separate, fenced pastures within the mine <br />permit boundary. LCC will coordinate grazing with the property owner to ensure that livestock <br />are kept a safe distance away from blasting activities. Signs identifying a blasting area will <br />describe the warning and all-clear signals.
