A groundwater monitoring plan will be designed in <br />accordance with DRMS and CDPHE rules following the lifting of activity <br />prohibitions by the DOE. <br />10.0 Surface Water Control and Containment <br />The Ellison Mine has a Colorado Stormwater Discharge General Permit. Routine <br />inspections by the operator and DMRS have not revealed any difficulty as to <br />storm water control. It is understood that the CDPHE Water Quality Control <br />Division is revising its general Storm Water Permit for Mining Activities over the <br />next year and a Plan (if necessary) will be developed in accordance with the <br />requirements of that Permit. Prior to the resumption of mining activities <br />(currently prohibited by the DOE) facilities currently in place at the mine site for <br />the containment of surface runoff will be rehabilitated. <br />11.0 Surface Water Quality <br />One perennial stream, the Dolores River, flows near the Ellison Mine site. Future <br />operations at the Ellison Mine should have very little effect on surface water <br />resources. On -site storm -water control structures and best management <br />practices for any site runoff that may be impacted by mine operations should be <br />designed to prevent contaminants from entering the Dolores River in <br />concentrations that exceed the Water Quality Standards for the local Dolores <br />River Segment number 1. <br />12.0 Water Quality Monitoring Plan <br />Due to the ongoing prohibition of activity on DOE Lands monitoring wells have <br />not been installed at the Ellison Mine location. Accordingly, a monitoring plan <br />will be developed (if necessary) pending the outcome of the ongoing DOE PEIS <br />process. As discussed in Section 8.0 above, the soil underlying the Ellison Mine <br />site is mudstone and siltstone of the lower portion of the Salt Wash Member of <br />the Morrison Formation and considered to be impermeable to migration of water <br />into underlying rock units and groundwater. <br />In Burro Canyon below the Ellison Mine site the ephemeral flow direction is to <br />the southwest down the slope below the mine permit area and to the Dolores <br />River. Prior to the resumption of mining activities and after lifting of activity <br />prohibitions by the DOE a surface water monitoring plan for the Dolores River <br />will be implemented. <br />Exhibit U -6 <br />
