Since Mid-Continent Resources, Inc. did not <br /> request a conference pertaining to the violation, the Division is <br /> required to fix the civil penalty. The amount of civil penalty is, <br /> therefore, fixed at $300.00, as proposed in a letter to Mid-Continent <br /> dated October 21, 1983.
