Failure to haul waste to the designated disposal <br /> area. <br /> 2. Failure to design, construct and maintain temporary <br /> or permanent diversion structures. <br /> 3 . Failure to install, operate and maintain facilities <br /> to control runoff from the disturbed area. <br /> 4. Failure to use the best technology available <br /> to control runoff from an access road. <br /> 5. Failure to place and store non-coal wastes in a <br /> controlled manner in a designated portion of the <br /> permit area. <br /> The Ten-Day Notice describes in more detail the areas in <br /> violation. <br />
