3. The design engineer shall examine the pile to determine the morphology <br /> of the failure. The design engineer shall render an opinion as to the <br /> adequacy of the original material placement and construction <br /> specifications. The design engineer, if necessary, shall develop <br /> appropriate mitigative amendments to the approved plan to preclude the <br /> recurrence of structural failure. The design engineer shall certify <br /> the pile' s proper compaction and waste placement methodology. <br /> 4. The operator shall submit an operational drainage management plan, <br /> designed to assure proper surface drainage to decrease infiltration of <br /> precipitation and to maximize dewatering of the waste. This plan shall <br /> detail techniques for waste dewatering, surface grading of the waste, <br /> maintenance of operational drainage and snow removal prior to refuse <br /> placement. <br />
