DISCUSSION ITEM <br /> Discussion presented by representatives of the Associated <br /> Governments of Northwest Colorado. Representatives from the <br /> Associated Governments of Northwest Colorado prepared dinner <br /> for the Board and Staff on Wednesday, September 23, 1993 . <br /> During the dinner, the representatives presented written <br /> information, showed slides and discussed issues of concern in <br /> their area of the State, specifically reclamation of coal mine <br /> sites. <br /> 26 . FORMAL PUBLIC HEARING <br /> INACTIVE MINE RECLAMATION PROGRAM. Consideration of a request <br /> for the Board to determine that an emergency exists, regarding <br /> four (4) abandoned mine openings located adjacent to the Town <br /> of Victor. <br /> Staff presented a September 21, 1993 memo to the Board which <br /> summarized this issue and provided recommendations for <br /> resolution. Notice of the issue was published four times in <br /> the newspaper. <br /> Staff said the Division had declared the situation of four <br /> abandoned mine openings to be extreme hazards, representing an <br /> emergency. Staff said that the Governor also made this <br /> declaration in his letter to the Secretary of the Interior. <br /> Staff said the Division has been unsuccessful in attempts to <br /> locate the owners of the property. <br /> Staff referenced Sections 34-32-122 (3) (4) and 34-32-124.5 and <br /> asked the Board to concur with the Division and find that the <br /> four openings present an extreme hazard and that this is an <br /> emergency. Staff briefly discussed each opening with the <br /> Board. <br />
