Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Dick Wolfe, P.E. <br />Director /State Engineer <br />Dear Mr. Raines: <br />We have reviewed your letter dated September 14, 2012, requesting an amendment of the <br />above referenced substitute water supply plan ( "SWSP ") that covers depletions for five previously <br />mined gravel pits (ponds) within the Home Office Pit that are owned and operated by the Tri- <br />Districts and the City of Greeley ( "Partners" or "Applicant ") in accordance with § 37 -90- 137(11), <br />C.R.S. The Home Office Pit is operated by Martin Marietta Materials and is included in their <br />Upper Poudre Combined SWSP (WDID 0302517) most recently approved in a letter dated May <br />11, 2011. The required fee of $257.00, required to add operations covered under DRMS Permit <br />M- 2011 -049 has been received (receipt # 3657029). <br />Amended SWSP Operations <br />Treiber A & B Lake were constructed under, and previously covered by, DRMS permit <br />M- 1977 -439. They have now been removed from that permit and are the subject of DRMS <br />permit M- 2011 -049, under which they will be lined with a slurry wall. This amendment adds the <br />mining operation of installing a slurry wall around Treiber A Lake and associated depletions, and <br />also adds another replacement source to the plan. Construction of the slurry wall is set to <br />commence in October 2012 and is projected to be completed by December 1, 2012 after which <br />a 90 -day leak test will commence. Treiber B Lake is planned to have its liner installed in 2014 <br />and will be addressed in the next SWSP renewal. <br />Dewatering of Treiber A lake will start on October 8, 2012. Groundwater will be removed <br />from within Treiber A through a culvert on the east side of the lake, discharging into Treiber B <br />and no groundwater will be directly discharged into the Poudre River. Treiber A and B exhibit <br />the same physical characteristics that would be used as input values in determining lagged <br />depletions and lagged accretions.
