Two conditions were placed on the permit issuance: <br /> 1 ) requirement for the operator to submit evidence that they had <br /> applied for local government approval and 2) the applicant must submit <br /> a $5,000 financial warranty. Other stipulations are attached to the <br /> permit as well . <br /> Mr. Anthony Ruckel , representing the Sierra Club and the Wilderness <br /> Society, addressed the Board regarding a Motion for a Stay, i .e. , <br /> Continuance, of the issue of an Administrative Appeal . He asked that <br /> if granted, this Hearing be held at the March 1990 Board Meeting. Mr. <br /> Ruckel related concerns regarding (improving) the road and possible <br /> disturbance to the hydrologic balance. He stated that some of the <br /> objectors ' ccicerns regarded issues and information that he believed <br /> was not a part of the record. <br /> Mr. Frank Johnson, with the AG's Office, was present to represent the <br /> Division regarding this Item. He pointed out that the Division does <br /> not oppose the request for a Hearing nor the request for a Stay/ <br /> Continuance. <br />
