Staff said it is possible that work at the <br /> site could continue through the mid-October, including the removal of <br /> facilities from the portals and some portal sealings . <br /> In response to an inquiry form the Board, Staff said the Division is <br /> continuing to work with the operator on outstanding issues , including <br /> submittal of a technical revision. However, Staff said the work has <br /> been completed on the majority of those issues. Staff said the <br /> Division' s monthly inspections do not indicate imminent problems at the <br /> site. <br /> Mr. Jim Holden, the operator' s bankruptcy counsel , and Diane Delaney, <br /> representing the operator, addressed the Board briefly. Mr. Holden <br /> said the operator agrees with the request for extension of the Order. <br /> He said that serious negotiations are continuing with Crystal Springs <br /> Coal who is providing funds for ongoing site maintenance. He briefly <br /> discussed the negotiations that continue between the operator and <br /> Crystal Springs . <br /> Mr. Holden discussed the issue of reclamation work being performed this <br /> field season and said the operator will perform some work this season, <br /> if the mine is not sold. Ms. Delaney discussed sediment control <br /> measures for the haul roads. She said the operator had worked with the <br /> Division, Forest Service, as well as citizens groups to develop various <br /> methods for improving the existing designs for sediment control . Ms . <br /> • Delaney briefly discussed the work that had been completed, including <br /> dragging ditches and replacing culverts .
