Minutes, February 26-27, 1992 34 <br /> Mr. Robert Delaney, with Mid-Continent, responded to questions from the <br /> Board regarding the market for the rock dust produced at the rock dust <br /> plant and its status with regard to permitting. He stated that the <br /> rock dust plant is in operation and serves most of the underground <br /> mines in western Colorado with its product. Mr. Delaney said the rock <br /> dust plant is in full compliance with applicable regulations . <br /> It was MOVED that the Board grant the Staff' s request and continue this <br /> matter to the May 1992 Board Meeting, with updates being provided <br /> during the March Board Meeting, as offered by the Division. SECONDED <br /> AND PASSED 5 for (Danielson, Cooley, Stewart, Danni and Cattany) ; 1 <br /> recused (Kraeger-Rovey) . <br /> Presentation by the Board <br /> * 2. DISCUSSION ITEM <br /> The Board' s proposed Resolution regarding the Colorado Springs Mountain <br /> Scars issue. <br /> Board Member Cooley referenced the reclamation problems with quarry <br /> sites on the mountains of Colorado Springs . He discussed 2 <br /> organizations that have worked on the problem, the Joint Mountain <br /> Reclamation Advisory Committee and the Colorado Mountain Reclamation <br /> Fund. Mr. Cooley said the 2 groups are completely separate and are <br /> composed, essentially, of volunteers . He said one of the groups is <br /> substantially a governmental group composed mostly of county and city <br /> officials, as well as private citizens; the other group consists of <br /> individuals who represent industry and interested citizens . <br /> Mr. Cooley said 'tha-t -a.lthough`- the groups have been -meeting "'-in* order to <br /> establish a resolution to the scars issue, none has been reached at <br /> this time. He said this has been a worthwhile effort and recommended <br /> that the Board pass a resolution, in order to recognize the efforts put <br /> forth by those organization. <br /> It was MOVED that the Board hereby direct the Director of the Mined <br /> Land Reclamation Division to convey its good wishes to the Joint <br /> Mountain Reclamation Advisory Committee and the Colorado Mountain <br /> Reclamation Fund and to express . its • appreciation for -the efforts of <br /> these 2 organizations toward a solution of the -so-called mountain scar <br /> problem, and further the Board pledges to cooperate with these efforts <br /> and expresses its desire that an acceptable solution be devised. <br /> SECONDED AND PASSED UNANIMOUSLY (Danielson , Cooley, Stewart, Danni and <br /> Cattany) ; Kraeger-Rovey not present for the vote . <br /> Staff Presentation by Loretta Pineda: <br /> 23.
