(4) The operator's facilities available to carry out the <br /> reclamation; <br /> Mid-Continent employs a full-time environmental coordina- <br /> tor and assistant, and a three-man summer reclamation. <br /> crew. Reclamation work utilizes cats, graders, front- <br /> end loaders, a dump truck and hydromulch truck. <br /> 7 .16 In lieu of such surety, with the approval of the Board, the <br /> operator may: <br /> (2) Substitute other lands, property or existing reclaimed <br /> areas owned by the operator in excess of cumulative acres <br /> that have been reclaimed under the provisions of this article <br /> and approved by the Board provided that the Board is given <br /> sufficient interest or title to such lands, property or <br /> areas to enable it to foreclose, sell and apply the proceeds <br /> of the same to reclaim unreclaimed lands of the operator. <br /> See Attachment A (Mortgage to Secure Reclamation Bond) ; <br /> Attachment B (Reclamation Bond) ; Attachment C (Appraisal) ; <br /> Attachment D (Title Insurance Guarantee) . <br /> Mid-Continent Resources posts, as surety against reclama- <br /> tion of the Coal Basin mining properties, the Colorado <br /> Meadows Industrial Park, including land and buildings, <br /> which is valued by an independent appraiser at $2 million. <br /> The property is debt-free, is wholly owned by Mid- <br /> Continent Resources, and is neither contained in nor <br /> adjacent to the permit area. <br /> Mid-Continent offers a mortgage, to the property, which <br /> may be foreclosed by the Board in the event of default <br /> on the reclamation bond. <br />
