Drawer 790 <br /> 818 Colorado Avenue <br /> Glenwood Springs, CO 81602 <br /> Re: Inquiry of February 22, 1993 Regarding International Casualty <br /> Underwriters, Inc., Mid-Continent Resources, Inc., the Coal Basin Mine, <br /> Permit No. C-81-017 <br /> Dear Mr. Delaney: <br /> We received your February 22, 1993 request as to the acceptability of <br /> International Casualty Underwriters, Inc. as the new surety for the Coal Basin <br /> Mine. We provide the following response. <br /> The Division uses as its basis for determining acceptability of surety companies <br /> supplying bonds for federal mines the U.S. Department of the Treasury Fiscal <br /> Service Circular 570, entitled Companies Holding Certificates of Authority as <br /> Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies <br /> (copies of pertinent sections enclosed). Companies that are included in this list <br /> meet all the required guidelines for both the State and the U.S. Office of Surface <br /> Mining Reclamation and Enforcement. Any company that does not appear on this <br /> list would not receive approval from us or the OSM as an acceptable insurer for the <br /> purposes of posting bonds for federal mines. <br /> International Casualty Underwriters, Inc. does not appear on our 1991 edition of <br /> Circular 570, and as such is not an acceptable insurer. We are updating our <br /> reference. We recommend you contact the Surety Bond Branch of the Fiscal <br /> Management Service, Department of the Treasury directly, at (202) 287-3921 to <br /> obtain a copy of Circular 570 for yourself. Any company listed in this publication <br /> meets all State and Federal guidelines for acceptability. <br />
