A second malfunction of the
system occurred when the spillpipe was damaged during pond
cleaning.
Mid-Continent has made modifications and improvements to the pond
system since then, including installation of a pond by-pass for
cleaning and use of a flocculant which has proven quite effective.
Maintenance of the ponds has been increased, including frequent
pond cleaning. The access road is kept open through the winter
months. Extensive data has been collected concerning levels of
flow and sediment concentrations of both inflow and outflow.
The ponds are functioning very well under variable flow conditions,
and sediment loads and water quality of the pond effluent is well
within applicable limits.
However, in recognition of the problems which previously occurred,
Mid-Continent committed to the installation of additional treatment
capabilities. We propose addition of a water treatment plant to
fulfill this commitment. Our intention is to use both the 016
ponds and the treatment plant for treatment of mine drainage.
Mid-Continent previously received permit permission, under
Technical Revision 12, to install a water treatment plant which
combined mechanical and chemical treatment methods for removal of
